It’s Louisiana people in general. Just slow. That’s why when you get on the road they drive the same way they move in a store. The light turns green at a signal and it takes their brains 30 seconds to process that before moving.

I think it may be more waiting for 30 seconds to make sure they aren’t gonna get T-boned by someone running the red. I always pause a few seconds at a light after it turns green!
