Depends on how you look at it. It's purpose is to fit more crossing traffic into a tighter airspace. RVSM is an efficiency thing at it's core.

I don't thing he's wrong in saying it exists to avoid midair collisions in that only RVSM capable aircraft are allowed in RVSM airspace.

I know there are exceptions. I've flown above 290 in a Non-RVSM old arse C-130. All I had to do was say "negative RVSM". It was a Sunday and we were light.
