This has been a problem for decades. I read an article 20+ years ago about this being a problem for UP in Chicago.
About five years ago Norfolk Southern's police department was in hot water because they set up a bait truck outside a truck terminal in a rough area and it was "totally entrapping otherwise honest young people that didn't do nothing" until they saw a loaded and unsecured truck just sitting.
