St Bernard has a census population of 44K, down from a peak in the 67K+ range before Katrina.

I have a feeling there aren’t a lot of workers to pick from in there given that a huge amount of the pre-Katrina residents have dispersed across the US and I don’t know the composition of who lives there now.

In the last 10 years CHS’s black and Asian enrollment has doubled and the Hispanic enrollment has tripled. That should give you a clue
