My hourly all inclusive costs is $140 and my Indian engineers are at $40.

Get what you pay for.
Real life example. My 3 folks onshore are the same cost as my 10 folks offshore. It takes the offshore team 2 days to solve for X, while the onshore team is done by lunch on day 1.
When customers start complaining that velocity has gone to shite, executives see this and rebalance.
You can't ship everything to India and Gadansk, and don't even get me started about the turnover in those areas.
