There's an exception: 7 days before enrollment/start classes can have contact at school.
And, side not, if they signed a NLI LOI they are no longer a recruit and they can be contacted or visited at any time.

Isn’t there a dead period going on right now? No contact with recruits unless they sign their NLI?

Thats essentially what I thought. I was having difficulty finding that information. Thank you.
