Of course. Once the bids are in, does no one check on the project to see how it's being done? If they are using substandard materials or just doing a bad job? What exactly does DOTD do, if not that?

Contractors don’t block a lane on the interstate during rush hour without DOTD approval. DOTD has to approve and inspect every lane closure for road work.

Further, it’s 100% on DOTD if this “emergency concrete repair” is related to failures after the recent work on that same stretch of interstate. I happen to know that the cement QC checks on that project (which are run by DOTD employees) routinely failed. For some reason - likely has something to do with friends in high places - DOTD management looked the other way and just changed the spec.

Those contractors do shite work because DOTD allows them to do shite work. Behind every fricked up road construction job there’s a DOTD inspector that either allowed it to happen, or reported the issues just to have DOTD management ignore them.

Yes, and DOTD is supposed to hold those bidders to strict QC and schedule requirements per the contract.

What happens in reality is:
- Contractor submits low bid and wins job.
- In order to support that low bid, they cut corners wherever possible.
- DOTD inspects the work and finds issues. Sometimes they enforce the contract and demand resolution of those issues. Most of the time they let a lot of shite go because of relationships with the contractors, a desire to not bankrupt private companies, incompetence, or whatever.
- Fly by night contractors are therefore rewarded for their shitty work and in turn price the more professional contractors out of the bid process.

If DOTD strictly enforced their contract requirements, these shitty contractors would either go under or get their collective acts together. But DOTD has created an environment where lowballing estimates and doing substandard work is rewarded with future business, instead of punished.
