Ticket re salers routinely sell tickets they don’t have. I don’t remember how exactly it works, but basically they sell seats and then buy them in the future for less.
There was a big national championship, was it Auburn? I think it was Auburn, where the prices sky rocketed and a lot of people got screwed because one or more of the ticket companies pre sold tickets they didn’t have then the prices skyrocketed and they were unable to provide 1000s of tickets.

It’s one of the ways of flipping. Problem now is if you sell a ticket and you don’t provide the same section and row as sold the buyer has the option to deny your “upgraded seats” then the seller is on the hook for 100% of the selling price plus Stubhub can charge the seller for seats acceptable to the buyer for whatever price they need to locate tickets for.
