Here's one. In order to claim benefits, report to an office for your assignment, if you have no vehicle, you will be picked up by a van (that already picks these people up for other stuff, anyway).
At the end of the day, you receive a check/deposit. Essentially, make it day labor. Cities need litter pickup. Municipal cars need cleaning. Parking decks need cleaning. Offices and bathrooms need cleaning. There are a thousand jobs people can do, at least a few days per week.
In addition to work, they must report to "class" at least once or twice per week to learn a skill. At the very least, they hate it enough to get off the program.
There has to be some birth control aspect of being on assistance. I'm not sure what it is, but it is fricking absurd that people living on the government dime are allowed to continue procreating.
I went to a Food Lion today, and noticed that almost EVERY employee was 70+ years old, including a little old lady collecting carts!! These people can somehow muster the strength to work, but able-bodied folks can't manage to find or keep a job.

Disability fraud is a huge, huge part of this and it never gets talked about.
