Some people in NO care more about their egos than they do about the players they're supposed to be getting into the best situation for them.

Because being the states flagship LSU, all kids as well as coaches think they should get an offer early in the process and when they don't they are butthurt. It then takes some serious coddling from the coaching staff to get the kids back. With so much talent in state, some kids simply have to leave.
OOS schools can come in and say, "look we have offered and LSU is not interested. You are a back up plan for someone else higher on their board". Its called negative recruiting and the kids and coaches fall for it all the time.
