If he is trying to build a new culture it is easier with assistants who have played or coached under him.

Exactly. They understand his approach. They'll believe in the mission and process, etc.
Once your philosophy has become ingrained it's easier to bring others in but he won't want to be the only person who is preaching his message.
Thats what O tried to do.
