Here is the release from PAC. Note the use of term "equality". Shot at Texas?
The stories written by the same guy the OP linked say that Scott wanted to expand but did not have support of enough of the Presidents.

So after all this, the SEC is pretty much forced to be the first conference to move above 12? frick that.

Well, the SEC doesn't have to do anything but add aTm for now and then wait. I'm sure we can figure out something for the schedule next year.

If this is truly final (for now), it sounds like Texas came to the table demanding to keep their little network and Scott told them to go back to Mexico. If that’s the case, good for him. The Pac already has one prima donna, didn’t need another.

OU's problem is that albatross OSU around their neck. The PAC might have taken them and TT with TX, but it isn't clear that would have been good enough. I believe it would have been a slam dunk without those two.

Short term, this is a good move for the Pac 12. They might regret it one day though due to their location on the West coast. If the Big 10, SEC, and ACC all go to 16 and UT and OU are already taken, The Pac 12 will have no one left to grab. The Rocky Mountain states simply don't have that many major athletic programs. They will essentially be boxed in by the Pacific Ocean and the SEC/Big 10 to the East.

Regardless of the problems with the Longhorn network; it's been reported that OU didn't have the votes. At least 4 schools blocked adding OU and Oklahoma State.
