That would be sweet. The division champs would have a mini playoff for a BCS spot.
This year it would be Boise State vs Houston and Rutgers vs S. Miss in the first round. Then probably Boise St vs Rutgers for the BCS spot.
It would be exciting and could eventually bring about a national playoff.

CSU and Wyoming are big rivals. They'll need to be in the same division. I'd break it up:
Western (WAC): Hawaii, SDSU, SJSU, Fresno, Boise, Nevada, UNLV, Utah St.
Mountain (MWC): Wyoming, CSU, AF, NM, UTEP, SMU, Tulsa, La. Tech
Southeast (C-USA): Houston, Rice, Tulane, USM, Memphis, UAB, Louisville, Cincy
East (Big East): UConn, Rutgers, Temple, WVU, Marshall, ECU, USF, UCF
Call it the Big-USA Conference. Division winners play on campus, CG in Houston for a BCS bid.

IF they created this 28-32 team conference, they have basically just created a second division in College Football.
The SEC, ACC, Big 10, Big 12, and Pac-12 would be the BCS Division with 58 schools playing for 10 spots in the 5 BCS games...2 a piece
The Big East, MWC, and CUSA, along with any other team out there would be the Bowl Division playing for the remaining bowl games.

There's still a chance the Big-12 implodes, leaving four 16-team Superconferences (after raiding for whoever they want) playing in a 4-or 8-team playoff and then this conglomeration (with the top tier of the MAC & SunBelt) as the Division I-A, with their de facto playoff.
