When is the last day for registration for the Spring Semester at most schools?

I'd think for a lot of places, it's already passed. So I'm not sure how much these "30 extra portal/transfer days" for guys at schools like Bama and Washington whose coaches left is actually going to matter. Like Will Rodgers hit the portal, but does he literally have time to get enrolled in Bama classes for the Spring if he wants to follow DeBoer? And if he does leave, does UW's new coach have time to bring another guy in?
I don't mean like time to vet them, get them on campus to recruit and sign them, I mean universities' hard final date to enroll in classes to be eligible for Spring practice. It just seems like the calendar makes it impossible for most guys to move until the portal opens up after the spring, which would put a lot of guys way behind if they're expecting--or being expected--to be big contributors in '24. Could the schools on the quarter system be the biggest beneficiaries in all this movement since their spring semesters don't begin till later? And which football schools are on it?

Athletes have different rules

It doesn't matter for non SEC schools. The SEC has a rule that if you enter in the spring window, and you transfer from one SEC school to another, you are ineligible to play in the fall. The extra 30 window doesn't fall under that since it's considered an extension of the fall window. So Alabama players that enter during this window are eligible to play in the fall.
