The problem is that 10th puts Clemson first in the ACC and given the ACC’s weakness, Clemson is a shoo-in for the CFP every year.
Tennessee is 12th, so that’s good for about seventh in the SEC behind Alabama, Georgia, LSU, Texas A&M, Auburn and Florida.
You have to analyze recruiting rankings in relative terms. Tennessee’s struggles coincide with Georgia getting its act together in recruiting. It’s no coincidence Tennessee slipped a notch after 2001 because it’s about the same time Mark Richt got there and turned Georgia into a serious East contender every year. Kirby Smart has kept that going. Saban got to Bama in ‘07, the last year Tennessee won the East. Coincidence? Probably not.
If Tennessee can’t raid Georgia and Alabama for talent, it will struggle because Tennessee prep football is not that good. I lived up there and it doesn’t compare to Louisiana prep football.

Averages don't mean a whole lot without context. Clemson has pulled the #1 QB 3/6 years since 2020.

The recruiting issue is overblown.
Completely disagree. UT may be 12th in the recruiting ranking and Clemson may be 10th.
Clemson's 10th ranked class is #1 in the ACC, meaning they likely waltz through the schedule and end up in the CFP. UT's 12th ranked class rates no better than 4th or 5th in the SEC, which means they ain't getting through the schedule unscathed, let alone going to Atlanta, winning there, and advancing to the CFP.
Context matters.
