To be clear about "permission"

A University does not need permission to speak with the head coach of another school.
It is a huge courtesy to the school and it is a on-going "gentleman's agreement" among many if not all NCAA schools but there isn't an NCAA rule that says it must occur.
There have been many cases where schools have poached other coaches without getting permission.
The permissions thing is an NFL rule.

You are right that there is no NCAA rule about it. But Miles' contract with LSU clearly says that he is not allowed to "seek employment as a head football coach at UM" or else he is breaking his contract and has to pony up $1.25. The wording of the contract sucks b/c it doesn't define what 'seeking employment' is. But to me if you are interviewing with another employer, then you are seeking employment with them.
