My assumption would be that Kelly had someone else in mind for the position and was waiting on that guy.

In general, though, I would say that Kelly deserves some time to evaluate the staff. Was he supposed to instantly walk in here and know who he wanted to keep? It's not like these guys aren't getting paid right now.
