Yes, Cowher tops my list of NFL candidates. Then Del Rio, then Gruden. Cowher is relatively young (for his credentials), is not employed, and has flirted with coaching college. He is an untested recruiter, but is a great defensive coach, great motivator and I think would connect with kids who watched him coach the Steelers. That would compensate for his relative inexperience at recruiting.
