In fact, if you read his tweets, he changes from the "2 b" vernacular to the "to", etc.
I suspect there are more than one staffers doing that.
The question is whether or not this is meaningful. I would say yes. If Penn St. messed with his twitter at a time when he was interviewing for a job, that would be pretty unprofessional and would likely piss Shoop off. That wouldn't be in Penn State's best interests.
