If I'm not mistaken doesn't brown use the Tony Franklin system?

Yes he does. The Tony Franklin System is not Tony's system. He didn't start anything. The Tony Franklin System is the "Air Raid" offensive system. Other Division 1 college programs that use this system besides Louisiana Tech are:

Texas A&M, West Virginia, Washington State, Texas Tech, Oklahoma State, Troy State, Middle Tenn State, East Carolina, Indiana, Houston.

Oklahoma won a national championship with the Air Raid in 2000 and BYU won another one in 1984.

Many a LSU fan and SEC fan have said for years that this offensive system would "never work in the SEC" even though it already has at Kentucky once and now it's working at
Texas A&M. If Stoops hires Brown to be his Offensive Coordinator it would be a great hire. Brown was a GA at Kentucky under Hal Mumme.
