It was internal because they knew the NCAA was coming after them and wanted to get ahead of it and try to mitigate the penalties.
There have been several cases of the NCAA and/or the SEC placing "show cause" status on coaches. Hugh Freeze and Bo Davis both come to mind and I'm sure there were others. I except Pruitt to get slapped with one also.
The fact is the NCAA has the goods on them and they know it. There may be other schools caught in this as well.

Freeze's was only like 2 games. It was a slap on the wrist considering everything that happened.

Freeze received a two game suspension from Ole Miss but after he was fired the NCAA slapped him with a one year Show Cause. Bo Davis is still on the SEC shite list. I heard he has to meet with the Stankey and get cleared before an SEC school can hire him. Bruce Pearl had to serve out a three year Show Cause before anyone could hire him.

The Sankey stuff has been out for a while.
And Freeze's show-cause and suspension only came into effect if he was hired as a Head Coach. Which ended up not mattering since he took a year off anyways.

That would be an awful fit. When he was at uga in 2015 he got so hammered one night he drove to Mark Richt and tried to fight him. Can you imagine him with Ed?
