How much as the 'recruiting prowess' of coaches still factored in ?

these days in convincing players/transfers to attend any school.
How much of it is just about the 'bag' content?
Does anything else matter? Location? Position competition? Facilities? Coaching development abilities to get to the NFL?
Just curious what y'all think.
It certainly has changed alot, and probably why Saban and other Name coaches don't think they want to participate. It has become like the NFL model without a draft.

Shouldn't be factored much at all. It's entirely transactional and the portal has made the ability to do very fast, quality evaluations much more important than being a good salesman.
