Coaching changes prior to bowls

What will it take to establish a rule where their isn't so much coach swapping prior to bowl games?
Recruiting periods changed?
NCAA rules?
Playoffs?

NCAA can't do it. This is beyond their jurisdiction. Maybe changes in recruiting, but that would mean pushing back signing day. You wouldn't want to push it forward, then coaches would leave after signing recruits.
Frankly, I don't see what the big deal is. This is the best time for coaches to leave. It is long before the spring and before signing day.

I just think they should finish what they started. Thats all. Just think if you was on a scholly and this coach recruited you. ANd you wanted to learn from this coach and his program. Now you are screwed or have to sit for a year. Kids buy into the program as well as the school.
