Coaches who change jobs

but leave their current school with NCAA recruiting violations etc.
Why do they not get any NCAA sanctions?
If Kiffin or Carroll ran programs that are eventually deemed in violation of NCAA rules, shouldnt they be subject to punishment too?

They sometimes do --- see Kelvin Sampson. In fact, the NCAA has actually been sued by assistants who have had such restrictions placed on them under the theory that it hurts their potential to attract new jobs (forget the guy's name).
It takes some pretty strong and intentional violations of major rules though. In Sampson's case he violated restrictions already placed on him by the NCAA.
