Appeals Court Rules Against Leach in Lawsuit

Well, what the courts "upheld" was that Leach could not sue for monetary damages because Texas' legislature had a law on the books that said state institutions could not be sued for monetary damages.
Technically, the ruling says nothing about the merits of the case, just that the school can't be sued.
