More than likely those were tickets from a special gate where a scanner wasn't there (player guest, etc) usually it's just a table where the tickets are torn and given to the guest. And then someone needs to scan them after the game starts. I highly doubt the Jets need someone to manually scan thousands of tickets to boost attendance numbers. They just just whatever number they choose to the public.

Looks like they were letting people in without tickets, and he was just registering them as they walked in. Like a club bouncer with one of those clickers. Just errrbody was coming into da club cause dey the jets jets jets. At least thats what I would say if I were in the jets PR dept. Ha!
