Doesn't have to be helmet to helmet. The USC player led with his shoulder and made forcible contact to the Oregon player's head. The Oregon player was sliding feet first, which made him defenseless. Those factors are specifically stated in the targeting rule.

Forcible would have been pinning the head to the ground while the body kept moving. The helmet stayed on as he lightly brushed across the top of the face mask.
