Never seen this before. I wonder if there is something in the rule book for such a situation or did the these refs get with the coaches and just come up with this in order to get the game in?

You've never seen a basketball game played with only one hoop? It's been the gold standard at parks and driveways for 50 years.

Of course and of course I have seen half court where the ball is inbounded at half court but i have never seen a game operated like this.

the rule missing here is you aren’t supposed to dunk or hang on the rim in any way in pre-game. This used to be a standard rule, if violated, the team is given a technical.
