I'm guessing that's in no way street-legal, and if the board breaks and causes an accident that harms or kills somebody besides the owner of that vehicle, the price of a new wheel will seem like pocket change compared to what the courts, both criminal and civil, will do to him. It's fun to look at, but a seriously bad idea to actually put into action.
