If HR has convinced the hire ups at your company that this is a good idea, then they (people with a lot more skin in the game than you have) are apparently OK with a small amount of perpetual absenteeism.
Why get worked up over this? Each employee is accruing, what, like 5 hours a week? Is it really killing your team when everyone takes 5 hours a week, as opposed to taking it in larger chunks?

The problem is the 25% that work their asses off because they really do care. I feel bad that they have to work like they do because of the rest. everyone works at capacity, so every time someone takes off, the rest feel it. When you have three abstinences a week, every week, it weighs on the ones who are always there, always plugging away. I've spent a lot of time doing Kaizen events and process streamlining to increase efficiency a bit so that it is smoother, but it's still rough at the end of a week where there have been multiple vacation days.

A week at thanksgiving and a week at Christmas. I have 5 weeks off and I am darn sure going to use them.

I lose my month of vacation days if I don't use them...no roll over, no pay. So I'll take my vacation days anytime I want. Sorry your job sucks.

pretty much same here. Plus I finally have 2 guys doing the same job as me and I will be switching positions at the start of the new year. I've got the cruise control on until then
