This doesn't happen where I work. Working holidays comes with working in a place that is open 24/7. Even if I'm off for a holiday...I can't take off more than 4 days in a row (including the holiday) cause it's really busy that time of year at the hospital.

Oh, we have. It also provided us with much better documentation to allow us to pull from other departments and get them running a little more easily than before. But it doesn't change the fact that I have a quarter of my team that suffers on a constant basis because of a majority that each miss a random two and a half days a month.

This. Deal with it. I fail to see how taking 40 hours off earlier in the year is any more productive than taking it during the holidays anyway. 40 hours is 40 hours.
Also, pretty much all my clients are slow during the holidays anyway so it's actually more convenient to take it while they're slow than it is while they're slammed.

I don't know anyone who gets off for a month. The most anyone I know gets is 2 weeks, and even then most people only get a few days.

I take off 3 weeks in December....because I have 6 weeks total(not counting carryover) and every other Friday off so I use the other days as needed. I usually carry 40 hours over to the next year every year.
