We already have one of those. If the money is to update that ok...but again, this was not explained. It was called a perimeter fence. End of explanation. No one in our neighborhood what in the actual frick they are spending money on.

There are two gates, the back gate has been broken multiple times and people have reported that they have seen vehicles waiting then going in through the exit gate as someone is driving out. There used to be a spike strip that prevented that but it malfunctioned last year and punctured a bunch of residents' tires as they exited that gate. No more spike strip now. Plus the new construction next to the subdivision has made it easy to walk in from the adjacent streets.

I’m not saying I’m for HOAs and all the shenanigans the can come with sometimes, but I do wonder why people complain about HOAs when they knew before buying their home/property that was in fact a neighborhood with an HOA.

It can start out with reasonable rules/bylaws that everyone agrees with and turn contentious/irritating over time. All it takes is a few jackasses with more free time than others to ruin it.
We're actually having the opposite problem in our neighborhood. Apathy is contagious when it comes to home maintenance.

First off, the 6% increase is dubious. Items like a fence are a one time capital expenditure. Next, as an association member demand to see the bids taken to build the fence. Also, check to see if there’s an easement clause in your purchase contract, if there is, you’re probably hosed as to wether they can or can’t. Demand an answer as to the continuing expense.
If you’re determined to fight this, get an attorney and demand the bylaws of the HOA and the minutes of any meetings. Do not underestimate the power that a letter with a law firms header on it can have.
I know you’re going to hate the next sentence. If you don’t want this shite to happen, get elected to the HOA’s board. If you sit back, it’s on you now.
Some HOA’s are good. They can force homeowners to keep up their property and to forbid things like parking dump trucks in front of houses.

Despite others being upset for different reasons it sounds like you need to use that and get proactive to stop it. Take the lead.

Somebody knows something. Hoa have bylaws and rules. You need to get involved to get a better understanding of what is being proposed. If you dont like it drum up support for your side from your neighbors.
I live in a decent sized HOA with around 500 homes. I'm always amazed so many people in my hood bitch about the HOA but at the HOA meetings me, about 5 other residents, and the hoa board are all that show up. How can you agree to trade some property rights away to live in a HOA and not be part of the decisions that are made? How do you say screw HOA's and not try to understand what they are trying to accomplish.

Was there a vote on the issue? If so, where were you when the vote happened? What do your Declarations say about the HOA's power to undertake such an action without a vote? Either they did not follow procedure or you have not been paying attention. Most HOA members are completely uninvolved and dont attend the meetings. If this is you, don't be surprised when stupid shite happens.

So I think I may have just found my next move need be. I read through our covant and there is a clause that states a quorum needs to be held regarding any actions that fall under clause 3 (the clause that allows them to raise the dues by 6%). It states that a notice about the meeting regarding this action has to precede a 30 day notice informing the residents of the meeting and the action. There has to be a 60% representation for this to be considered a quorum.

Definitely get a copy of the minutes from the HOA meetings and take the time to read thru sections when they discussed the fence.
I wouldn't abandon drumming up neighbor support for your side. The numbers will help you. Maybe put together a petition to present to the board.
As another poster said having a lawyer put together the info about them not following bylaw procedure would be very effective.
