Neighbor Restrictions: Plan disapproved due to adjacent Lot violation

A relatively new neighborhood development is subject to subdivision restrictions and protective covenants recorded by the Developer.
The restrictions require approval of the plans by the Commitee (aka the Developer) before building. Let's say the Commitee will not approve the plans despite no violations whatsoever.
The issue is that the adjacent Lot owner's driveway was apparently placed on the wrong side of their Lot such that driveway of the owner seeking plan approval would be directly next to the adjacent owner's driveway unless the house plans are completely changed to a front loader. The same problem exists if the driveway was placed on the other side of the Lot, though that adjacent owner's driveway placement is correct according to the driveway layout plan.
Are there any options or recourse here? Or are you SOL and basically subject to the will of the Developer regardless of plans being in complete compliance with all restrictions and convenants?

Landlord Insurance

Any recommendations for a landlord insurance policy? Currently, all of my insurance policies are through State Farm but apparently they don't offer a landlord policy for rental homes.
Also, should I expect to pay more, less or about the same for a landlord policy versus a homes owners policy on the same single family home?

That's basically what I'm trying to do but I don't want the dealer trying to add-on all kind of extra "fees" because the vehicle is worth more than the trade-in.
I've already agreed on a price with the current owner of the vehicle -- it just can't be sold directly to me b/c it's business owned and the business would have to recognize income on the sale whereas if it's just traded-in then no tax consequences for the business.

Thanks guys. So other than the "service" fee and sales tax, the dealership should sale the vehicle for trade-in value, right?

Can someone explain the pros and cons for the buyer, seller and dealership of doing an "in-and-out" to purchase a used vehicle?
I'm the buyer FWIW and this is the only option to purchase the vehicle bc the current owner (business) would have to pay income taxes on a direct sale.

Check out the First-Time Abate. It's an administrative waiver that doesn't require a good "excuse" -- you may qualify if you have a good compliance history.
