International athletes often come in a couple of years past high school graduation with the additional development that comes with that. Also, many countries have a national and/or junior national government funded program that helps to bridge the gap between HS/Secondary school and a college option. In the past there were options for US students to walk on to a roster and develop. With the change in roster limits, coaches need impact athletes immediately since they have no space for development players in especially the Olympic sports. So coaches go to places that they can find those athletes that are already developed and don't mind coming in as a 21yo freshman. It is only going to get worse. Graduating seniors are often having to decide whether to go to a DII/DIII to develop and hope to get picked up or just quit sports. If this continues, the 2032 US Olympic team is going to suck.
