It was the correct interpretation and application of the rule IF, and that’s a big IF, Neal was on or in front of the plate prior to receiving the ball. We all know he was not but in their collective thought, they thought he was. So it was a missed call via judgment not a misinterpretation of the rule. Even the head official refused to question the judgment live on the air with the announcers. He would only explain the rule cause he knew they had missed it judgment wise.
Yeah, they missed an entire body leaving the batter’s box but saw Neal’s foot touch the plate or go in front of the plate.

I interpret the ruling to mean in fair territory. The plate is fair and in front would be between the baselines in fair. Neal was next to the plate but outside the foul line - not in fair territory. I may be just trying to make it make more sense in plain language.
