No sand, will not stop the issue.
No berm, it will retain water under the house.
French drain large enough to hold the volume of a heavy rain like today.
Long term, you will have erosion as water continues to get underneath the home, this will cause structural issues.
Solution- keep it as dry as possible/dry it out as quick as possible- sump pump will do this.
You can call WCK foundations to look at your issues and see what they advise. I am a contractor and this is what I have seen be successful with pier and beam porches and homes

You have a loaded question. Materials price varies, install price varies a lot less than materials. Get all your quotes broken down like that.
I am a contractor and I can provide almost identical materials, different manufacturers for half or double the price, so install is where you determine pricing.
12/sqft should be around 7-8/sqft material.

the answer depends on the type of grout used. Sounds like you (or the cleaning lady) should just use bleach water in a spray bottle weekly or bi-weekly.

Yes pressure washing will remove any cracked paint. Cleaning the house the jomax & a hose is the route to take.

I have had it for 10 years. I agree most of the service people bite. Worth it is answered by the age of your home and a/c unit. I lucked out and got a $5,000 a/c job for deductible - $75. A/C coverage is about the only thing we have consistently called about. Once a year for more freon basically.
