I've seen Hampton,Flott, and Parker. SBNATION is saying Flott signed but I haven't seen any tweets on it and it isnt posted here or on dandy don so take that for what its worth.

No there is a section regarding targeting with two rules. 1 is with replay. 1 is without. Then there are 2 notes.
1st note

So why would one note apply to games with and without instant replay but the other one is only for games with instant replay?
Idk wtf Aleva is doing but this is what I am doing. The Rant could actually make a difference in getting Devin White back and you think we should just trust Aleva?
It says if instant replay is not used and the foul happens in 1st half the refs decision at halftime is final...
Then there is note saying if foul is in 2nd half that it can be brought to a review

I couldn't find a copy online so you have to download the rulebook from the NCAA WEBSITE. I copied the text from the whole page and quoted the exception regarding targeting above it.

FR-88 RULE 9 / CONDUCT OF PLAYERSAND OTHERS SUBJECT TO RULES
• A ball carrier who has obviously given himself up and is sliding feet-

personal foul in conjunction with the targeting foul, the
15-yard penalty for that personal foul is enforced according to
rule. (A. R. 9-1-4-VII-VIII)
For games in which Instant Replay is not used:

the conference or by pre-game mutual agreement of the teams
in inter-conference games, during the intermission between
halves the Referee will be provided a video of the play in
question for his review in the officials’ private secure location.
