They never makes such statements that a play wasn't such when they so not reverse that stats. They simply indicate it stands. In fact the vast majority of the time they make no statement other than an indication the stat remains unchanged. They put out more of a statement when they do reverse a stat, which was not the case here.

Apparently as per the policies of Elias, the evidence was not overwhelming to over turn the NFLs stats that it was a pass.
