Netherlands is very small so distance isn't an issue from either airport. I would say whichever one is cheapest or less connections is what I would choose. I've never flown thru Rotterdam but have flown into Eindhoven which is closer to your destination so look at that airport too.

Don't know if the airfare is any different flying into Rotterdam vs Amsterdam/Schipol.

Just fly into Amsterdam. The train system is great over there.

Enschede is the last stop on that train line right before the German border -- about 1.5 hr train ride.

The train stations are usually at the city's center (called The Centrum), and from there you can take a bus to wherever you are going, or rent bicycles (fietz) at the station. Everyone gets around on bicycles.

There is a big farmers market near the Centrum on Saturdays, and one day during the mid-week. Definitely check that out and enjoy a few samples of good cheese.

Grolsch beer distillery is also there, so Grolsch beer is on every tap in town.

Get a good cup of coffee and breakfast at Cafe du Monde (or named similar to that) in the Centrum and sit at a table outside, soak up the sights, and people watch.

If you are traveling in NL and not renting a car get a OV Chipkaart, a debit card

You step onto the train, bus, or tram, swipe the card and find a seat. Get to your destination and swipe your card at the door of a bus or turnstile at a station as you exit and it deducts from your balance

there are two types of cards: an anonymous card, and a personal card

If you lose your personal card, you can get a new one. I’ve always used an anonymous card.

I assume you have to be in Enschede for business, as it is not usually thought of as a tourist destination.
But that eastern part of the Netherlands is a beautiful part of the country, much calmer than the metro west. Try to get outside in to the farm and forest areas if you can.
