Kid's travel documents - Canada by land

If traveling to Canada by car from the US, do children need passports or will birth certificate work?
It sounds like minors only need birth certificates if traveling by land/sea with both parents and if by air, a passport would be needed regardless of age.
Just a little confused on what documents are needed.

when I took my daughter to the Olympics in 2010, we drove from Seattle and she needed passport card. It wasn't the same as a passport, cheaper, only good until she was 18 and it was only good for a couple of countries.
