He's going to end up screwing himself over if he doesn't take the first leg of the flight. Either by booking another one-way ticket or taking a vehicle.
He needs to call United and discuss minimum connection times with them.

I did not know that. Upon googling it, you are right.
I did a bit of research. Looks like plane is going to land in Gate B21-29. Departing flight will be around C-14. The wait and transit time of the tram is around 5 minutes from B to C. Now I have to calculate how long it will take for me to get to the tram and from the tram to departing gate.

That's all dependent on the date and aircraft.
You need to just call United and ask to speak with a supervisor regarding minimum connection times at IAH from domestic regional carrier to international mainline carrier. The MCT's vary based on the flight number, among other factors.

The MSY to Belize route I take has a 30 something minute layover in Houston. And it requires taking the tram to switch terminals. I have never missed it.
On a good day, connecting flights will arrive a few minutes early. And the airline knows where its flyers are coming from, what time window they have to connect. Not saying they'll wait on you, but I have had a plane wait a few min when there were 10-12 others trying to make same connection.
Roll with it.

Like I said earlier, 30 minutes is enough time in Houston as long as things run on time and you do not need to clear immigrations/customs.
If you are flying BTR-IAH on a regional jet, you will most likely arrive into terminal B. You will either fly out of B, C or E. C and E require taking the train shuttle. The train is very convenient to get to and I've never had to wait more than 2-3 minutes for it. The furthest gate in C or E from the shuttle is not more than a brisk 5 minute walk.
The one thing I'd recommend is NOT gate checking a bag on the flight from Baton Rouge. It often takes forever to get the bag in the jetway in Houston. Also, download the United app and check your connecting gate info as soon as you land in Houston. It will be more accurate than the gate agent's printout. The in-flight magazine will have a map of the Houston terminals.
