Border Control Delays Entry/Exit System (EES) Frankfort

Entered Frankfort 2 weeks ago, left 2 days ago. Border Control waits and confusion was extreme on entry but minor on exit, partially luck on the exit. On arrival a full 747 was bussed from plane to terminal and dumped into a very crowded space where nobody explained the process. The automated kiosks taking biometric info rejected about half the people. Finally finding the Border Control desks to exit the international arrival area, the wait in line was an hour. Exiting we had to locate the Border Control desks for area Z (international). An automated walk-through line did not take US passports. That was directly in conflict with online info. With great luck the wait was 10 min, in that 10, the line behind us grew massively. During exit the official did fix all the missing biometric data....supposed to be automated next time.
Adding to sense of confusion is that Frankfort lacks the typical single-purpose vast "immigration hall". Border Controll points are mixed in with regular terminal flow.
Going through Border Protection in Houston, Global Entry was managed by a single agent who acted like a standup comic loudly making sarcastic comments about each traveller. So much for the "welcome home sir" era.

Why is there border control in Kentucky?
Use MPC, it's faster than GE 97% of the time.
