Best Budget Destination

What is everyone's thoughts on best budget destination? To be clear, I dont mean budget flights, but once you arrive. Currently on my list are croatia (during winter), Bacalar Mexico, or Columbia. I went to Cuba a few years ago, and Im not really keen on western europe, but need to plan my next destination.
