Our local congressman said this in a July 7 article:
He has some tips and numbers to call for help. LINK

Not sure if this changed, but 10 yers ago if you had a valid international itinerary tgt was departing within 2 weeks you could show up at the passport office with the itinerary and have a book mailed to your home within 2 business days.
