Why does iMovie make you add movie files into a separate iMovie library????

It basically doubles the space. I'm editing goPro footage and am running out of memory because of this. I have all of the footage in my iPhoto library, but its also making it exist in iMovie library. These movie files are 5 GB+ each.

I thought as long as it was in your photos library it wouldn’t get duplicated. Are you on Sierra?
