Where to buy a new Ipad ?

Maybe check your phone provider. They usually can get it setup with LTE services and pay monthly on it.

After Christmas I found the best deal at Best Buy for an 8th generation iPad 128 GB for $380 which was $50 less than buying from the Apple store.

Walmart, Best Buy, Target, or Office Depot would be your best bets if you aren't trying to order one from the internet. If you want to buy it online just go to Amazon.
I purchased an iPad for one of my co-workers at Walmart a few weeks ago because she needed to have it before a flight and didn't have time to wait for it to be shipped to her.
If you need one that takes a SIM card with a data plan you'll need to go to a cell provider or order one on Amazon that matches your carrier.
Avoid the Apple store. It is by appt only and its backed up due to limited capacity(Covid).

If you are looking for the cheap 8th gen and can wait, Apple is supposed to be releasing the 9th gen within a couple of months. Should be much thinner and more powerful.

Depends on if anyone has a sale going. We bought one back in August from Walmart.com and it was like 20-25% off. Just check around. They do go on sale right before a new model comes out too.
