Unlocking iPhone without knowing security code

My mom has advanced late stages dementia and she is no longer capable of remembering her security code to her phone. I’ve tried all the usual suspects but am unable to make any progress.
Is there a way to retrieve her information, pictures, voice mails, etc. without doing a hard reset? In other words, I know things are backed up to the iCloud but is there an actual way to get that data that is stored in her cloud if I have to reset the phone?

Is her password not saved in a browser so you can just access iCloud via a PC?

If you have another device you might try to set it up as a new device under her Apple ID using the backup and see what data gets transferred. https://support.apple.com/en-us/108344
Below shows how to check/recover data on some specific apps using icloud dot com, but for photos it is about iCloud Photos which if turned on the photos don’t get backed up with backup process but are on icloud dot com

Afterwards set yourself up as a recovery contact or someone with an Apple device and ID - https://support.apple.com/en-us/HT212513
