Semi Homemade sideline replay system

I video the football and basketball games for my kid's small school. I focus on small school because we don't have the ton of money for all the Hudl sideline or other systems.
I use a sony video camera on a pole mount system. But would like to figure out a way the coaches can watch replays quickly. I purchased a cheap breakout box that converts hdmi signals to mp4 and puts it on a jump drive. But then to see a play you would have to take the jump drive out and put it in the tablet and find it, etc. It's just very clunky to do.
I'm thinking I could get a laptop and record off it then create my own network with an old wifi router I have and share that folder. I would still have to find an app or program to watch the clips on the ipad or tablet though. I mean the video player isn't good for slow motion and drawing. And it has to be easy enough for a non tech person to use.
Anyway, anyone have ideas for this other than the school paying out $1500+ subscription fees a year? I feel like It's doable but thought someone here may have a solution or enjoy thinking about it.

Maybe a video surveillance system could be repurposed? If you have the stream recording with a program like blue iris, you could have the stream ready for immediate review. I am not sure if the sony camera can produce a stream that the program could use, though.
Or something like OBS with Twitch?
I would think there is a free/cheap or open source program that could be used for this purpose.
A google search shows a few possible solutions from gamers. Maybe these programs can be used for what you need?

I thought about OBS, but didn't realize it had a good buffer. That very well might be the solution right there. Just stream the game and they can pick up the tablet when they want to watch and either rewind or whatever. I'll have a look at that. I feel like I can take the camera and use a simple hdmi to usb box to get the signal in. Maybe not do individual clips for replay.
