Those two are completely different. The Nzxt is a nice machine. A 3000 series graphics card is hard to get by itself so that makes pre builds more attractive. You can always swap out parts later. If I had to pick one of these I’d definitely go with your second option.

Yeah, those are 2 completely different class builds, 2nd almost double the price so of course it's way better. The GPU 3070 vs 1070 is a big upgrade in just 2 generations but it depends on what games you want to play at what resolution. If you're on a 1080p monitor the 1070 would be ok for a lot of stuff and save money.
