PDF that can only be shared once

I’m considering a little side hustle that involves creating custom maps that could be used on smart phones. The file format I have personally used for these maps is a georeferenced pdf. How could I provide such a product but enforce that it isn’t shared, or charge per share?

Thanks for the reply. I was actually hoping I wouldn’t get that suggestion though. I use Avenza. The 50% commission is tough … but maybe they command that premium.
